| Today, along with the rapid development of the society, the gap between urban and ruralareas keeps increasing, and it has been reflected in all areas. A concrete manifestation of thegap between urban and rural areas in the field of education is the imbalance of the teachingforce in those two areas. The urban teaching force is strong, while the rural teaching force isweak. This situation has limited the development of rural education. To solve this problem, the state enacted the policy of free education for students majoring in education in normaluniversities in 2007. By September 2010, the first batch of the students who have benefitedfrom this policy had entered the stage of educational practice, which can provide them theopportunities to enhance their teaching ability, and meanwhile test their teaching level. The party's 17th congress promulgated"The national long-term educational reform anddevelopment plan (2010-2020)", which made the overall planning and deployment on thedevelopment of education in the next decade as well as the general requirements on teachers. In 2001 and 2003, the State promulgated"The full-time compulsory education curriculumstandards in Russian"and"The high school curriculum standards in Russian", which enabledthe basic education of Russian teaching to come into the stage of the comprehensive reform. In the context of comprehensive reform of Russian courses in basic education, this thesisconcerns most about whether the normal students, majoring in Russian and receiving freeeducation, are qualified to perform basic teaching skills in basic education. In order to inspectthese students'basic classroom teaching skills, we came to the classroom and carried out afull range of inspection on the basic classroom teaching skills of the normal students majoringin Russian and receiving free education in grade 2007 from the Department of Russian,Northeast Normal University. The thesis adopts an empirical study as the main research means, including classroomobservation, corpus, questionnaires and interviews, to explore the basic classroom teachingskills of the normal students majoring in Russian and receiving free education in grade 2007.Based on scientific analysis and the research findings recommendations were made for thedevelopment of the normal students majoring in Russian and receiving free education. Thepaper is divided into four parts:The first part introduced the national policy of the normal college students receiving freeeducation and its significance. The first part builds the theoretical basis of this thesis. The second part concerned the basic requirements of the teachers and their teachingability by"Development plan"and the"New standard". According to these requirements and based on the relevant literature review on the"New standard", the basic classroom teachingskills that the teachers should possess were specified and relevant concepts were defined. The third part focused on the survey and analysis of the data.
