Experienced global financial crisis in 2008 and2009, meanwhile paid the huge bill of Iraq war, the UK government entered the most difficult recovery phase in 2010. Because of recession, the UK government has taken a series of economic measures to alleviate, including stimulating consumption, encouraging investment and taking a reduction in government expenditure. Recession caused the fiscal deficit of United Kingdom Government increased, prompting the United Kingdom Government drastically reducing government expenditure. As traditional part of United Kingdom Government funds, the fund of higher education will also be affected. In 2010, Comprehensive Spending Review (CSR) was published, the Government expenditures were restructured comprehensively over the next 4 years, which promotes the United Kingdom Government to take some practical reformatory measures to solve the problem of ensuring the quality of higher education and sustainable development. The broader vision for higher education of The UK government is to create a system which is simpler, more flexible and gives students better value and greater choice. It means funding for teaching should follow the choices that students make. And it means empowering students to make their own choices based on better, more transparent information. The Government's plans for reforms to higher education and students'finance will mean that universities continue to play a key role in promoting social mobility as well as economic growth. The reform will offer a more generous package of financial support for students from lower income backgrounds to go to university. In 2014-15, the new system will be fully implemented.The thesis is composed of four Parts, Chapter one is the analysis of the background of the UK tuition reform in higher education. In this chapter, the economic, political and international background were analyzed. Chapter II describes the embodiment of the UK tuition reform in higher education in 2010. It also analyzed the fact and plans of the UK HE Reform. In this part, Details of the reformatory acts were introduced. It listed several important documents which includes Securing a Sustainable Future for Higher Education---An Independent Review of High Education Funding & Student Finance, Statement on Higher Education Funding &. Student Finance and the Importance of Teaching. It analyzed under the background of the existing socio-economic and political backgrounds, the trend of the reform is to promote the sustainable and stable development of higher education and science and technology. Chapter III reviewed the United Kingdom history of tuition fees policy in higher education. It showed the United Kingdom latest tuition reformatory policy in HE in details. The fourth chapter shows the effect of the reform in several aspects which includes students, graduates, lower income families, universities, the UK government and the society. Chapterâ…£notes that there were certain problems of the reform in higher education tuition. It pointed out that United Kingdom tuition reform in higher education was a reform of marketization. The reform was an effort made by the UK Government to promote higher education and sustain the steady development of science and technology under the condition of financial constraints and reduced funding in higher education.
