In 2001, the Basic Education Curriculum Reform (Trial) which was promulgated by the education ministry requires the implementation of three courses management in nation, local, schools and enhances the adaptability of courses to nation, local and schools. It means that the curriculum management's right is further transferred to schools and gives schools and teachers right of developing school-based curriculum development and preparing materials for the development of school-based curriculum, which provides a favorable political conditions.The school-based curriculum development is a challenge for teachers. It puts forward new requirements to teachers.But it is also an opportunity to participate in school-based curriculum development. It can improve the professional development of teachers.This paper demonstrates that school-based curriculum development plays an important role on promoting professional development and analyzes factors which affect professional development in based-school curriculum development with theoretical and empirical study from the perspective of the cooperation between university and primary schools. Thus it explores the corresponding improvement strategy and supplies the theoretical references for teacher professional development in school-based curriculum development.This paper is composed of five parts. The first chapter describes the background of this study. This paper studies the teachers'professional development from the perspective of the cooperation between the universities and primary schools. Besides, it demonstrates the theoretical significance, practical significance, process and methods of the study.The second chapter reviews the professional development and professional development in school-based curriculum development. Thus it comes up with the innovation of this studies and provides important theoretical references for the study.The third chapter studies the professional development of L elementary school in the school-based curriculum development. It plays positive roles on teachers in the school-based curriculum.The fourth chapter, which analyzes factors which affect teachers'professional development. We find many factors which limits the teachers'professional development in school-based curriculum development through interview.The fifth chapter, which puts forwards the following improvement strategies on the basis of analyzing factors which affect professional development in process of school-based curriculum development, and achieving teachers'professional development.
