Bilingual education has become one of the hot spots in China's educational reform and development. But the implementation of bilingual education has caused a big controversy. The author has analyzed the case of school's bilingual experimental class with 6 years of bilingual teaching and has case studies which involve a large number of classroom research, practice and questionnaire survey. I try to explain the feasibility of bilingual education in primary schools, the positive impact on the development of primary school students and whether the implementation of bilingual education follows the parents and the students'wish. By having research, I try to summarize the practical and unique bilingual teaching methods for bilingual students in the experimental class and explore the system of primary goal and contents in bilingual education. Also I have a study of the construction of a bilingual environment and the development of courses, the scientific evaluation system and the ways of development for bilingual education teachers. At the same time, I also find some problems such as the lack of policy support and scientific planning, and the weakness in bilingual curriculum development. I feel that the implementation of bilingual education must have a matched bilingual educational plan.
