Skill training is one subject of vocational education, who aims at employment, is skill-based education for the public, and it's a bridge and bond of transforming the science and technology into realistic productive force, shouldering the task of cultivating high-quality labor and all walks of talents with special skill. The migrants'problem of Three Gorges Project is difficult. The best way to solve this problem is to develop the skill-based education to get sustainable skills. After completion of the Three Gorges Dam, in the stage of "stability is maintained, and gradually to get rich", strengthening the development of vocational education to improve employment skills of migrants, is the most durable, most reliable way to make these emigrants rich stably, and the is the only way to build a harmonious Reservoir.Directed at the difficult problems of relevance, free agency, serious shortage of training equipments and double-qualified teachers facing in the long-term, relied on human capital theory, hierarchy of needs theory, theory of asymmetric competition, we use simulation technology as an entry point, CBE education model for reference, the training card as a system protection to establish a new model of vocational education in the reservoir area. Firstly, based on the analysis of the situation of vocational education and emigrants in the Three Gorges reservoir area, this paper analyzed some key issues existed in its development. Secondly, introduced the characteristics of simulation training, illustrated its efficacy by empirical analysis of CNC machine tools, and pointed out the reasons why simulation technology didn't use in a large scale. Thirdly, clutched three major advantages of Competency-based education model, hoped to have effective education reform on curriculum to cope with the implementation of simulation teaching, to satisfy the actual demand of emigrants training. Finally, classified the diverse training needs of the reservoir area, and gave some critical recommendations to its implementation of the new mode which consisted of simulation training, CBE and emigrants training card.
