The arrival of knowledge-based economy, make the society turn to the track,where human resources ,that must master modern scientific knowledge and information technology, and intelligence resources are as the main development power.The developing of economy and society increasingly depends on the person's cultural quality and ability of development. Higher education as the important constituent of region's economic and social development, it is playing an important role in promoting the development of economy and society, and it is attracting more and more attention of city policymakers. Owing to historical objective reason, our higher schools are basically located according to regional layout, mainly on regions of urban centres or the capital citys, the scale of higher schools are smaller in medium-sized city , so the layout is unreasonable. Today the economy and society is developing rapidly, there is a contradiction between demand of higher education growing and the insufficient resources and weak capability, to solve this contradiction, it needs understand the development derection of higher education. Integrating the higher education resources is just the purpose of this article.This research is based on higher education theory and the achievement of predecessor's research,《The national education reform in long-term and development plan》《The decision of development of higher education in Tangshan》, according to the characteristic of higher education inChina's medium-sized city ,combining with the actual development of tangshan, analyses the current developing situation of the higher education of tangshan, deeply analyzes the main contradictions and problems of current higher education in tangshan , and raises programs and policys in developing of higher education and integrating resources .
