Research On Government Behavior In College Graduates Employment

In 1999, college in China started large-scale enrollment, four years later, when the first batch of students after enrollment got into the society, the employment problem of college graduates came out, and with the continued rapid expansion of college enrollment has become increasingly prominent. The employment rate of college students is declining every year, especially in 2008, under the influence of the financial crisis which is below 70% . The employment of college students has become a focus for the society, got the academia and government concern. In current, studys on the employment of college graduates are focused on the enterprise, universities and graduates, in the relatively small on government behavior, this thesis attempts to study from this perspective of the government behavior, the following major elements of the thesis:Analyzes the significance and background of the topics. Discusses the background of the times in which our students and the basic national conditions, describes the study about the employment of college graduates from the theoretical circles, indicate the Government's responsibility and irreplaceable role for employment issues.Defines the concept of both the graduate employment and government responsibilities ,analyze the specific functions government should have due to the labor market defects, and discuss in detail from Marx employment theory, Keynes employment theory and human resources theory.Analyzes the current problem of college students employment through reviewing the development process of employment policy, pointing out that the mainly lackness of government action.Baesd on the promoting employment policy of college graduates from Developed countries, makes the corresponding recommendations on the govement's actions about the employment of graduates .Put forward my own proposals from the "economic development, structural adjustment, and actively create jobs," "improve the public employment service system, improve the employment market", "control the scale of university enrollment, promote higher education reformed" and "encourage graduates entrepreneurship, concern the public opinion " to solve employment problem of college graduates...
