Since 1999, the expansion of higher education has been increasing number of college graduates. From 2003 212 million per year by 2009 611 million, annual average increase rate of 23.7. Employment rates are hovering around 70 per cent a year, in large quantities of graduates in unemployment. Along with the economic structure and market demand of talents, especially the 2008 global financial crisis to college students' employment brings great influence, China's college students' employment problems become government and the whole society to focus. The research on the college students' employment, mostly in college students, enterprises, individuals, but the micro level based on the height of the college students' employment research studies have not seen, in this paper will explore the problem.The article is divided into five parts, the first part: introduction. The domestic and foreign theorists and academic research status of this problem. From the Angle of their functions, this paper expounds the government should play the role of macro-control, the employment of college graduates.The second part: theory is introduced. Government action to promote the employment of college graduates of theoretical analysis and research status. Marx's theory of employment from employment, Keynes theory, market failure and government intervention, higher education with the public goods theory of product attributes, etc. Then the behavior of the government and the type, the government behavior defined role in the employment of college graduates were briefly introduced.Part three: the history and status quo. Our college graduate employment policy, analyzed the current situation of China's overall situation of the employment of college graduates and highlight problems.Part four: the cause analysis. Analyses the government behavior in the employment of college graduates lack the manifestations and causes. The government behavior in the absence of service, management, supervision. The reason is: deviation agent role, and administrative rules and regulations, narrow GDP growth outlook.Part five: the countermeasure research. From the public policy, public finance, practice instruction three aspects government should strengthen its public management service functions, better service for the employment of college graduates.
