International migration, for the European countries, is always as the large groups supplying both the population and labors, which also causes the society to various political and economic problems. For a long time, by what kind of means and ways which could enable the countries to solve the problems related to migration has been a significant subject for every European country to study and research, which as well as involves more than one subject. The way of integration of international migration has taken a priority way in the current European studying area.Ideas, means and ways of integration of the international migration are various as well as their acceptable or unpleasant results of implementations of the different policies. Since the late of the 19th century, France which is as the typical example of the immigrants receiving power and with the development of its social and economic events, had four times of big immigrants entering in its history. Today, France has been becoming the second largest immigrant country only after Germany. By the year of 2005, France immigrants have reached in 4.93 million accounting for the number of 8.1% of the total France population. A detailed analysis of France and its ways of the integration of immigration, as well as its implementation and results has a useful value and significance.The idea that effective means and ways in education can promote the integration effectively had been accepted broadly by European countries. Since 1970s, the French immigrant children education policy has been conducted and changed. During the 40 years, Ministry of French National Education had conducted a series of policies such as: "Initiation Classes", "Specific Classes" and "Priority Education Zones", etc. All the policies are with the same purpose: to improve the education situation of French immigrant children, to cultivate the French National identity and to make French immigrant children to be qualified citizens at last. French immigrant children education policy highlights the philosophy of "republican assimilation", and a lack of the "multicultural" education is still the salient feature of the policy.With coming of the 21 century, population of the second generation of immigrant children has been becoming more and more larger, which brings a cultural diversity than last century. However, the French immigration policy still takes the philosophy of "republican assimilation" which ignores the cultural differences and causes a further friction in the new period as well. In this context, France is too difficult to promote the immigrant children into its society soundly and effectively. Therefore, we believe that the idea of French immigrant children education policy should pay attention to the practice of the cultural diversity and change into the idea of multicultural education or a wider concept of the intercultural education. And this change should be a necessary choice for the future French immigrant children education policy.
