America is the most typical country of immigrants in the world, andthe research on all aspects of the immigration problems of America is stillin the ascendant. From the beginning of the reform of immigration policyin the1960s, massive foreign population has swarmed into America andgradually become an important part of American population. However, owingto various kinds of reasons such as history, economics, culture and policyand so on, the development of immigrant education is imbalanced incontrast to the burgeoning mega-trends in America, which advocatesdemocracy and freedom, values education and strive to develop itseconomics, and illegal immigrant education is rather difficult to develop.Based on the social and historical backgrounds of the development ofAmerican immigrant education, this thesis will conclude the basic policyof American immigrant education from the mid-1960s to the mid-1980s. Thethesis will mainly discuss the development situation of American legaland illegal immigrant education during this period, analyze thecharacteristics of and influencing factors on the development ofimmigrant education, and explore its historical continuity and historicaldiversity, trying to evaluate the development situation of immigranteducation during this time roundly and objectively. The thesis is dividedinto five parts as follows:The first chapter is an introduction of the research significance,literature review at home and abroad, key and difficult points of thethesis and a definition of the range of study in this thesis.Chapter two is the beginning of the body of this thesis, mainlyintroducing the background of the development of immigrant education frommid-1960s to mid-1980s. First, the article will review the historicaldevelopment of immigrant education in the first half of20thcentury fromsuch two aspects as immigration policy and education development. Second, the author will state the historical background of immigrant educationfrom1965to1985from three perspectives namely the internationalsituation of US-Soviet Cold-War, social movement in America and the reformof immigration policy.Chapter three focuses on the development of legal immigrant educationin America. In the first place, the thesis will make an analysis of thepolicy of immigrant public basic education higher education of the federalgovernment, including enrollment policy and linguistic policy of basiceducation and entrance policy of higher education. Next, this part willdiscuss respectively the development of immigrant basic education andhigher education in the form of lateral combing and longitudinalcomparison.Chapter four makes a special effort to study the education developmentof illegal immigrant offspring after the reform of immigration policy in1965. Though the reasons why illegal immigrants want to enter into Americaand its characteristics have a real effect on its education development,the educational policy of the federal government under the influence ofAmerican traditional culture is the root cause of the equalization trendof illegal immigrant basic education and the difficult development ofhigher education besides economic condition.Chapter five gives an evaluation of the development situation duringthe time from1965to1985. This chapter analyzes the characteristics andreasons of the development of immigrant education during this period,probes into the existing problems of immigrant education and itsdevelopment tendency, and locates the status of the immigrant educationduring this time in the history of immigrant education.
