With the development of human resource theory in west since 60's last century,education is known as one of the effective methods to achieve fairness of income allocation.At present, there are a lot of researches abroad to indicate that, the level of education and theunfairness of it can greatly influence income allocation. The unfairness of education for laborshas positive relation with their income allocation. The more of unfairness of education, themore of unfairness of income allocation. While with the increasing development of educationand the small unfairness of education, it can improve the unfairness of income. Therefore, toexpand education and to guarantee all the students with different socio-economic background,gender and race can receive fairness educated opportunity;this can realize more fair socialincome.This article is based on theory of education and income, and discussed the fairness ofeducation in our country as well as the income allocation for low income family caused byhigher education. The text takes human resource theory as beginning, makes the diagnosisdescription on present fairness of higher education in our country, and makes comparableanalysis on fairness of receiving education for low income family children after educationcost recycling. The results indicate that, under cost recycling, because the students fromdifferent income family have tendency to choose different universities and majors, thus makethe students from low income family be in unfair situation. The third part of the articleemphasizes the reasons for this unfairness, analyzes the market and institution factors that theunfairness of higher education influence greatly to low income family from family andgovernment aspects. Finally, the author puts forward the relative suggestions in view ofunfairness of higher education in our country. Improving present unfairness of highereducation from the feasibility of financial output and rationality of family decision-makingaspects.
