With the advent of economic globalization and information age, performance evaluation as an important part of the performance management, has permeated all sectors of society. Colleges as education entity units are no exception. Performance evaluation is an essential part of implementing the strategy of strengthening colleges by talented people, strengthening the construction of teachers’team and improving the quality of teachers’ work. However, university teachers’performance evaluation exists some problems. For example, some ignore the qualitative evaluation, evaluation index system is single, and some ignore the dynamic evaluation. To solve above problems, at first, this paper using the method of KPI selects 17 key performance indicators covering ethics, teaching, scientific research, talent cultivation, discipline construction, and social services six big modules. And then from a dynamic perspective, using the method of vertical and horizontal to the open class, based on the determined Sequential stereo data tables to determine each index weight, combined with the specific case, the value is calculated and the evaluation results is analyzed. At last the relevant conclusion is drawn. This paper will be a new dynamic analysis, as using comprehensive evaluation method, the method of vertical and horizontal to the open class to teachers’ performance evaluation, making teachers’ performance evaluation index weights of factors form a kind of implicit relationship with time. From both the vertical (different times), or horizontal (different teachers), evaluation of the information is more objective, and evaluation result is more fair and efficient. This research will provide the performance management a new train of thought, and will also promote teachers’ performance evaluation work forward to a certain extent.
