On December 21,2008, Premier Wen Jiabao chaired the State Council Standing Committee, pondered and adopted the "guidance and view about the implementation of merit pay in compulsory education schools ". It indicated to carrv out merit nay in compulsory education schools from January 1,2009 and ensure that average wage of compulsory education teachers is not less than the average wage level of local civil servants. Till now merit pay has been implemented for more than two years, and it played a certain role in achieving goals of promoting educational equity, improving the quality of education etc.. However, due to multiple factors, the reform also brought a lot of management conflicts to schools. Research of school conflicts management in the context of merit pay system for teachers of compulsory education schools is imperative.The research is divided into five parts. The first part introduces the propose of research problem, research purpose and research content; the second part outlines the basic features of this reform, by analyzing the background of teachers' merit pay system reform and the basic content of the reform; the third part, with in-depth interviews of some teachers and principals, analyzes the management conflicts that the current implementation of teacher merit pay system brings to the schools. According to the different subjects involved in the conflicts, they are summarized as the conflict between school and higher authorities and school internal conflict, including the specific contents of different parts; the fourth part explores the causes based on the performance of the above management conflicts, of which one-sided performance management theory basis is the root causes, the responsibility lack of the competent authorities is the major cause. The own deviant behavior of relevant subjects within the school itself is the direct cause of the management conflicts; the last part, based on the analysis of conflict management theory and the causes of conflict management in the previous paper proposes that we must adhere to face and accept conflicts and comprehensive conflict principles. The recommendation raises the management suggestions from the angle of theory, practice and culture:1. strengthen the performance management theory research and establish scientific and comprehensive performance management system.2. each departments perform their own duties, making all the efforts to guarantee the smooth implementation of the reform.3. carry out culture leading, emphasize teachers' professional ethics.
