A large number of peasant-workers came into cities since the last century of the 80th and formed rounds of the peasant-workers'tidal current. In recent years, there even appears the phenomenon that the peasant-workers migrate into cities with the whole families. The size of the peasant-workers'children becomes larger. The educational right of them is not only an important social and political problem, but also connected with the growing the realization of self-value of the migrated peasant-workers'children. Along with their growing up, the problem of the senior education can't be neglected. Shanghai Municipal Education Commission recruited the peasant-workers'children to receive secondary vocational education in 2008. Now the policy had run 3 years and achieved some results. But at the same time, it also had some problems. The thesis puts forward some suggestions to perfect and fixed policy.The thesis contains five parts. The first part expounds the background, value and method of the research. And it explains the conception of peasant-worker and peasant-workers'children by combining with the literature research. The second part introduces the actuality of the policy which consists of the background, profile and execution. The third part focuses on analyzing the problems in the process of policy implementing, mainly include defects in policy making and negative response of policy object. The forth part puts forward some advices to improve policy from strengthening the system construction, enlarging the funds investment, establishing diversity running forms, increasing policy object admittance threshold, comprehensive secondary vocational education resources.And concludes that Shanghai has the ability to open the secondary vocational education resources to all peasant workers' children. The fifth part probes the idea that the peasant workers' children accept high vocational education from the angle of policy cohesion.
