At present time in domestic and abroad universities more favorable policies are carried out to attract outstanding personnel, which is the valuable resource for teaching research universities. How to properly motivate and retain talents and adopt innovate way in personnel management become the urgent problem for the decision makers in the universities. Furthermore, the current situation of advanced talents has largely depended on the incentive system.By analyzing the situation in teaching and research universities and demand of high-level talents, an integrated incentive mechanism is designed on the review of some basic theories, resulting in four incentive factors---organization environment, individual development, satisfaction and individual fairness. Strategies are proposed from the prospective as human-oriented environment, self-value realization, involvement in communication and two-way performance appraisal.In this paper the talents incentive mechanism in some universities in Jiangxi province is introduced including high-level talents treatment policy, the income distribution system, research work rating scale, multi-task features. According to the Jiangxi talents incentive mechanism policy, this paper analyzes strategies such as, the human-oriented environment, self-value realization, communication involvement and two-way performance appraisal, proposes multi-task management of the talents in the universities, points out the weakness in the current motive system and offers a new idea for the improvement of university human resource incentive mechanism.
