National Bilingual Education is a special form of education under the Policy of regional ethnic autonomy in our country; it is a form of national education mainly used in Ethnic minority areas. There are always been divergent views on the definition of national education. This article quote the view of Professor Teng Xing who is an education anthropologist:"National education is the cultural communication and training to a steady community which shares common language, area, economic activity and common psychological quality, to let the members of the community get used to their national social activities." 1. It is visible that the main target and task of national education is on one hand to train the ability of their own nation to get used to the mainstream society, on the other hand to inheritante and develop their national excellent traditional culture. While, according to the notes of "Dictionary of Education National Research", national education is a general name of ethnic minorities' educational and cultural activities except Han. Hence national education is actually a general name of educational and cultural activities using by ethnic minorities in China. Bilingual policy between Han and ethnic minority is a major form of national education under the current situation."Training ethnic minority officials on trial" approved by our Administration Council in 1950 set that each minority school should employ appropriate number of translators to help teaching, and should use each nation's national language to teach to those classes that must use national languages; long-term classes'minority students should learn not only their national languages, but also Chinese language." This is the origin of bilingual education which between Han and national languages. Specific to the Inner Mongolia, the teaching method they used is the bilingual education which between Mongolian and Han.Teaching with Mongolian means that teaching language and learning language are all Mongolian, and course materials, homework and examinations are all use Mongolian.Management and reform in modern schools are very important contents of basic education reform in nowadays, and are also very striking field among the field of education management, especially the research to the school management. To Inner Mongolia, it is better to realize the long-term development of primary schools and middle schools teaching with Mongolian by grasping the key to manage school efficiently, discussing management strategies with Mongolia's reality and combining national education and quality education. Speed the school-based research of primary schools and middle schools teaching with Mongolian up, set new dual-type management theory:"the teaching-centered" and "the students-centered", under the guidance of inheritante and promote Mongolian traditional culture theory, use the school-based management, advocate harmonious philosophy of education, pursuit harmony and fine management strategy. Under the guidance of people-oriented and the theory of fine management strategy, concerning about people and toward school-based form to get used to the new stream of the development of basic education in modern society. This research based on the strengthen of national culture's inheritance in compulsory education period's school teaching, and try to reveal the teaching management rules of ethnic minority areas' schools, and make their school level and management level been promoted, then make national education develop long and healthy. The essence of education is to training people who is healthy both physically and mentally, and the task of basic education is based on this essence. Therefore, by fully consider the special condition of Inner Mongolia, follow the teaching rules of modern schools, implement people-oriented fine management, enforce quality education and national education with equal stress, and promote schools' and even the whole nation's education develop last long.
