At present, the senior middle school choice has become a hot topic which our country can not avoid. On the senior middle school choice, as early as 2001, the government has issued the "Sanxian" policy of public senior middle school. It demanded that the senior middle school must limit the number of students, scores and money when they enrolled the new choosing students. But in fact, "Sanxian" policy made the senior middle school choice legal, which triggering a series of issues. In order to form the right attitude to school choice, search for effective methods to problems, therefore, it is very necessary to card the thinking, clear up the right and wrong. Based on this purpose, this article tries to carry out systematic analysis of school choice issues, and through the investigation of the reality, proved that the senior middle school choice is legitimate, but it still need to norm.In order to deeply understand the status of senior middle school choice and irrational performance, this research provides a theoretical basis for senior middle school, which are legitimate, reasonable and actual situation in the view of education law and education economic. The research chooses Luoyang senior middle school as the sample, and then makes a detailed investigation on students, parents and schools. Then we obtain the results through interviewing with the teacher and the questionnaire. According to the data analysis, there are six new irrational performances need to be solved:1. the percentage of the student who choose school choice goes up sharply; 2.school choice fees increased year by year; 3. demonstrative school has many students which are overcrowding; 4. to the student who choose school choice, the school managed them not the same; 5. the student who choose school choice cann't satisfied with the school. The author analyses negative impacts of these non-rational and factors of these non-rational. At last, in the authou's opinion, the phenomenons of senior middle school choice are the results of the interaction of senior middle school government, parents, schools and society and so on. Based on the theories and survey analysis of senior middle school choice, the author proposes five suggestions. First of all, the government needs to adjust related policies to expand enrollment of the student. Secondly, we need to establish a unified system of school evaluation and uniform choice fees. Thirdly, social groups need to support the weak school in order to achieve balanced development of education, and fourthly we need to put out "vouchers"to meet the needs of vulnerable groups who want to choose school choice. Finally, we need to strengthen teacher training in order to makes teachers professional. To sum up, these countermeasures and suggestions could norm the behavior of senior middle school choice and provide targeted information for the relevant departments of Luoyang City. All of these are benefit to promote the healthy development of senior middle school. |
