The latest curriculum reform started in June, 2001, when the ministry of education promulgated <the outline of basic education reform (trial) >. In this curriculum reform, labor and technology education curriculum is considered to be a key point. At present, this curriculum has been carried on completely. But because of the restraint of various internal and external factors, there're some questions during the implementation situation. In this research, based on the literatures, the author selected some teachers and students in primary schools in Yichun of Heilongjiang province as the object of study, used questionnaire and interviews, investigate the implementation situation, finding out the questions and put forward the analysis and countermeasures as the theoretical support of curriculum effective implementation.This research is divided into three parts. The first part includes the reasons and background of this research, the summarize of research literatures at home and abroad, notarizes the purpose and meaning of this research, puts forward the theoretical foundation for supporting the thesis, analyzes the conception of laboring and technical education curriculum, curriculum implementation and the implementation of laboring and technical education curriculum and includes the train of thought, the object selecting and the research methods.In the second part, in allusion to the implementation of labor and technology education curriculum in primary school, the author investigates and analyzes the questions. The contents include teachers and students'attitudes of this curriculum, the implementation situation of this curriculum, the implementation effects and the main problems. The survey shows that, there has been some performance of this curriculum in some district of Yichun, at the same time, there're also many questions to be solved. The main questions are: the low position and the indifferent attitude to this curriculum; the resources of teaches are weak, the qualities of teachers should be improved; the forms and contents are simplex, curriculum resources are deficient; the implementation is formalization, the course and effects are not optimistic.In the third part, in view of the survey results and the main questions the author puts forward four proposals to improve the implementation effects: enhancing teacher qualities through the way of improving teachers'thoughts and teacher training; using self-superiority for developing various curriculum resources; adding more interactions between teachers and students, improving teaching and evaluation methodology; finding guarantee system and getting the supports in all directions.
