Training is an important approach to effectively utilitalize and develop organizational human resources and a basic task to enhance organizations'comprehensive competetitiveness. Training demands analysis means to systematically identify and analyze knowledge and skills of the organization and its mebers, in order to clarify if organization and training is needed and what is expected to be trained, before the planning and design of practical training. The topic researches training demands analysis of county level civil servants in Hebei province to clear the demands, and it also will provide basis to develop targeted training plans for making decision.Firstly, the topic analyses the theory of training demands in our nation and other nations, and it also reviews the status in the field training of civil servants. Secondly, it details training demands analysis model and the theory of competence in the application of the civil servants. According to results of theoretical studies, it proposes the competence research model of civil servants of county level in Hebei province; In the course of the study, we use the software of statistical SPSS to analy our questionnaires. On the one hand, we determine the competency model by the questionnaire(a). The model mainly includes eight dimensions. For example, the analysis of response capability, the scientific decision-making skill, the personal development capacity, the organization and coordination, the innovation, the public service ability, the good law enforcement capability and personality cultivation. Then we confirm the model of competency model by factor analysis, and we determine that the model is acceptable. On the other hand, we analy the questionnaire (b).We analy the contents, such as the training times, the teacher training, training methods and so on, so that we determine the demands of the civil servants of county level in Hebei province. Finally, we put forward counter measures and suggestions to improve the civil servants demands analysis.In the end the remaining problems and innovation in the research is analyzed and the review in the future is proposed.
