Civil servant training system is an important part of civil servant management, it develops andutilizes the human resources of government agencies, it has the vital significance of improving thequality of civil servant and the government management level. But in the present stage of China’s civilservant training, the traditional training method is widely used, they had some problems and failed toachieve good training results. In recent years, competency based training model has been widely usedin enterprises, and achieved certain results. The government also can learn from the successfulexperience of the enterprise, introduce the competency model in order to improve the training effect.This article uses literature research method, system analysis method and Empirical analysismethod to demonstrate. In view of the problems of our country current civil servant training system,in reference to the competency model construction method and its successful experience in enterprises,in order to make a systematic research of the construction of China’s civil servant training systembased on competency model.It turns from the civil service training needs analysis, training design andtraining practice and achievements transformation, training evaluation four aspects to discuss how toconstruct the civil servants training system based on competency model, by using empirical analysisto research cadre training system based on competency model of Administration for Industry andCommerce in Sichuan Province, Guanghan City, discussing the competency theory in China, toprovide theoretical support of China’s servant training system building on the competence.This article thinks the competency model should be introduced into our country’s civil servanttraining, and combining with the practical situation to improve. At the same time, builds a capacitysystem which is suitable for China’s civil servants competency status and development needs. In orderto improve the quality of the civil servants and the level of government management, meeting themodern social development needs.
