| Civil servant training is the important part of the civil servant system. It is the important step and the necessary guarantee of improving the civil servant quality, establishing excellent incorruptible efficient ranks, improving the government efficiency. But at present, the civil servant training is aimless and has low quality. The key reason is the problem of the training demand analysis. Era is developing continuously, society is progressing continuously, the training demand of organization and individual is changing continuously, too. If the training demand analysis can't keep pace with the change of situation and responsibility, it certainly leads to blindness and randomicity in formulating strategy policy plan and deciding training target object content and selecting training method. It also influences training result directly. It is urgent to strengthen the civil servant training demand analysis to change the present state and make the training better.There are four sections in this thesis. The first section is fore word, it introduces the background significance and method of the research. The second section elaborates the model of promoting the competence and the theory of civil servant training demand analysis and why the problem exists. It also establishes the training demand analysis base on the competence. The last section illustrates the important way of the civil servant training is optional curriculum training. |
