Volunteering in big events has now become a hot academic topic. In recent years China has made great achievements in its organization of big events, with the volunteering spirit carried forward in the meantime. Yet as a result of the world's economic integration, China is going to play an increasingly important role in the international community and will also come upon a few environmental and social problems that are even more complicated. For instance, big events such as the 2008 Beijing Olympic Games, the 2010 Shanghai World Expo and Guangzhou Asian Games all prove to be huge challenges, and their success is of remarkable significance not only to the country, government, enterprises and corporations, but also to individuals. Therefore, it is of great necessity for the government and corporations to further their researches on the regulation of these events.By taking Shanghai International Film Festival as an example, this paper offers a detailed analysis of the requirements of volunteers for incentives before, during and after the event. Besides, the incentives of different phases for volunteers are put forward and an incentive model is built for the development and perfection of the volunteering incentive mechanism. The paper consists of seven chapters. First comes introduction, which covers the context, significance, contents, main ideas and approaches of the research. The second chapter gives a literature review of the previous researches on the organization and regulation of volunteering in big events. Details are offered about the current researches of regulation of volunteering in big events and the current development of volunteering services. The third chapter gives an illustration of Shanghai International Film Festival as well as its volunteering services, which include an overview of its volunteering activities, participants and the problems existent in regulation. The fourth chapter, namely the main body of this paper, is a survey of the volunteers' incentives in the festival. The survey is divided into three parts. The first part analyzes the problems existent in regulation through open interviews with organizers. The second part concludes a few factors that affect volunteers'degree of satisfaction from the survey as well as a reliability test. The third part analyzes the factors mentioned above and the motives of volunteers. The fifth chapter builds a volunteering incentive model concerning different phases of the film festival. The sixth chapter uses this model to design a new plan for volunteering in the 2012 Shanghai International Film Festival. The seventh chapter concludes the paper.Through the reliability analysis of volunteers' degree of satisfaction by means of SPSS, the paper finds out that volunteers' degree of satisfaction mainly depends on five factors, namely the system of the volunteering activity and its guarantees, the fulfillment of volunteers' inner requirements, the arrangement of their work, the impediments to their services, and their harvest in the activity. From these factors, the requirements of volunteers during the whole activity can be figured out and their motives be analyzed. By making a comparison between the differences of incentives in different phases and conducting an analysis of the respective features of these phases, some necessary measures can be taken for the establishment of an incentive model, which enables activity organizers to use different incentives in different phases so as to make their future regulation better directed. Besides, by referring to the model, the author also designs an incentive plan for the 2012 Shanghai International Film Festival.
