| The incentive status of basic-level police not only directly determines the quality of social police work,but also relates to the stability and harmony of society.According to “Framework opinions on several major issues of comprehensively deepening public security reform”,the public security organs should establish a public security management system in line with the nature and tasks of themselves,especially,it is a basic problem to establish and improve the incentive mechanism in line with the basic-level police.At present,the incentive measures for the basic-level police,numbers of reforms have been implemented in terms of the pension treatments and promotion system.However,these measures only cover several aspects of incentive,and have not yet formed a complete system.Theoretical study on the current,throughout the development history of the research on the incentive mechanism of basic-level police.No matter from the perspective of humanity,to the perspective of hierarchy of needs theory and two factor theory,the research perspectives of constructing the incentive mechanism of basic-level police are gradually diversified.But in terms of evidence that fits the practical situation,how do basic-level police perceive the current incentive situation? What kind of psychological needs do they have? How to build an incentive mechanism to meet the practical needs of them? These kinds of problems still remain to be solved.On the basis of absorbing the existing research results,this paper introduces the concept of comprehensive incentive,and deeply analyzes the current situation and shortcomings of the existing basic-level police motivation from this perspective.Specifically,the research content of this article is divided into the following three parts:the first part is the basic part of the research which includes Chapter 1,Chapter 2 and Chapter 3.Among them,the first chapter is the introduction,including the research background,research significance,research objectives,research content,research methods and research innovation.The second chapter is the literature review,from the perspective of foreign and domestic,reviews and comments on the relevant literature of grassroots police incentive mechanism.The third chapter is the concept definition and theoretical basis.This paper defines the main concepts of the research and introduces the development process of the comprehensive incentive theory.The second part is the construction and experience test of basic-level police incentive mechanism,which is the fourth chapter of this paper.Using grounded theory approach,this paper analyzes and summarizes the incentive factors that affect basic-level police,more specifically,six relevant elements(performance appraisal,internal reward,external reward,working environment,etc.)are concluded.Based on these elements,the incentive mechanism of basic-level police is designed to be constructed.Furthermore,one questionnaire is designed based on the incentive mechanism,which could collect first hand evidence and be from data perspective on the current situation of targeted police incentive work.The results show that the satisfaction of basic-level police to the current incentive is quite general,and the overall incentive effect is not matched the expectation.At the same time,shortcomings are uncovered,for examples,lack of internal motivation,unreasonable performance appraisal,deficient rewards and punishment system,and basic-level police’s lack of self-efficacy.The third part is countermeasures and suggestions,which is the fifth chapter.By stimulating work motivation,scientifically setting reward and punishment assessment mechanism,improving reward system,and unimpeding the three links of effort-performance,performance-reward and punishment,reward and punishment-satisfaction in the incentive system of basic-level police,the existing defects in the incentive system of grass-roots police can be solved,so as to optimize the incentive path of grass-roots police.At the same time,it provides experience and inspiration for the further study of the incentive mechanism of basiclevel police. |
