"The rule of law and building a socialist country ruled by law", this idea has been generally accepted by the people, it is also determined by the Constitution's basic strategy of governing the country. Law enforcement activities have a direct impact on the people's recognition of the authority and the seriousness of the law. The status of enforcement has a significant impact on achieving the great goal of the rule of law. However, although the concept related to the legal system construction has been widely recognized by the society, but the practice of the concept of legal system construction, the building of the legal relevant system and the implement of the specific measures depend on the joint efforts of the government and people. So that we should not be satisfied with the achievements now, we ought to accelerate the pace and increase the vigor on the basis of the existing basis, sort out existing laws and regulations, develop the rules and regulations to make up for gaps in the law according to the development of economy and society. Use all means of social, public opinions and the people to monitor the administrative act of the administrative authority and law enforcement officers, we should also abandon the idea of "the rule of man", avoid excessive concentration of power, strengthen the training of law enforcement officers to improve their quality and establish the correct concept of rule of law to ensure social equity, justice.Unlike other administrative enforcement, public health administrative law enforcement becomes independent since 1999. Special public health inspection institutions was established and commissioned by the public health administration to execute administrative law, and has gradually established an official team of health supersivors. To adapt the increasing mission of health supervision and law enforcement, public health administrations enhance the training of health supervisors, establish and improve relevant rules and regulations of the public health inspection, formulate management practices of health supervisors, the progressive implement regulation of health supervisor job training and assessment system, strengthening health systems such as job training for health supervisors. Although the methods and working system inherited from epidemic prevention station had some limitations on the present work, especially difficult for the old comrades to change habits, but as the inflow of new members, laws and regulations will be improved continuously, so that health supervisor team gradually professionalized.This paper describes the current situation of the standardization of administrative law enforcement, administrative enforcement of local health status, including health administrative licensing, supervision and inspection of health and health administrative punishment. Followed by the analysis of Shanghai health status of administrative law enforcement, including the licensing, supervision and punishment, and the analysis of health administrative enforcement, sorting out of the accordance of the Shanghai Health Administration enforcement, analyzing the health administration in Shanghai based on the problems of accordance of law enforcement, and discussing about the standardization of health administrative law enforcement, in order to provide a consultation of the standardization of law enforcement.
