Zhejiang Province Public Health Supervision Off-site Law Enforcement Research

Public health refers primarily to all activities,under the leadership of a government,that protect citizens from disease and promote health at the social level.The government establishes a public health system to provide public services such as disease prevention,longevity and health promotion.As an integral part of the public health system of the government,the health supervision organization has been playing an important role in protecting the public health safety of the people since its establishment.In recent years,with the rapid development of the economy and society,the people's understanding of the pursuit of life and health and public health safety is also gradually improving,which brings the task of health supervision and management more arduous.The traditional mode of public health supervision and law enforcement,which mainly relies on manpower,has been unable to meet the current law enforcement needs.At present,this problem exists in the actual work of health supervision institutions at all levels in the country to varying degrees.Based on the labor of the public health supervision and management,based on the actual situation of Zhejiang province public health supervision and off-site enforcement research,from the Angle of research,objective understanding of public health supervision of Zhejiang province off-site enforcement status,problems and problems,the main reasons behind analysis is put forward to promote applied to countermeasures and Suggestions of the whole province and even the whole country,is of far-reaching significance.In this paper,literature research,questionnaire survey,comprehensive analysis and other methods,combined with many years of work experience in public health supervision and management positions,to study the problems existing in the off-site law enforcement of public health supervision in Zhejiang Province.Health supervision institutions,public health supervisors and public health supervised units were selected for questionnaire survey.Based on the results of the questionnaire survey and combined with the collected first-line data,this paper sorted out the context of off-site law enforcement work of public health supervision in Zhejiang Province,summarized the problems and analyzed the causes.According to the survey,there are three problems in the off-site law enforcement of public health supervision in Zhejiang Province:the low utilization rate of online monitoring data,the lack of unified understanding and correct disposal of data early warning,analysis and judgment,and the lack of ability to use online monitoring data to carry out off-site law enforcement;The development of various professions is unbalanced.In the health supervision institutions at all levels,there is a big gap in the off-site law enforcement among various professions of public health.The counterpart of the management of off-site law enforcement is not in place,the legal awareness is weak,self-regulation and self-health management is poor.Deep analysis of the existing problems,the main reasons for the legal basis of the defects,off-site law enforcement procedures,the national level has not issued the corresponding laws and regulations,health standards to be clear,there are certain difficulties in practical application;Lack of effective financial support,hardware and software are not equipped in place,directly affect the effect of administrative acts;Propaganda work is not in place,the lack of effective means of interaction,it is difficult to communicate with the public,stimulate social participation.According to the above problems and reasons,we should regulate off-site law enforcement and supervision of public health,establish and improve laws and regulations,clarify functions and responsibilities,strengthen communication between departments,give play to the leading role of the government,strengthen supervision and monitoring,and ensure public health safety.Strengthen off-site public health law enforcement training and publicity,strengthen training,improve the effectiveness of public health supervision,strengthen publicity,and create a good social co-governance atmosphere;Actively explore new models of public health supervision for off-site enforcement combined with credit management mode,explore and improve the public health of the public security information mechanism three aspects put forward targeted seven resolution strategy,hope to be able to further enhance public health supervision of Zhejiang province off-site enforcement effect,protection of rights and interests of the people's life and health,To provide policy reference for public health undertakings in China.
