Enterprises have to make full use of their resources they could lay hands on to ensure their survival and development with the economy globalization and arising global competitive level. To any company, its every function will play an even more crucial part in its development. Taking into account every aspects of a corporation with perspective, the elements of men always come the first and foremost. And human resources, as important resources of industry, are attracting more and more attention from the management. Though problems may vary with the difference in environment, the efficient management of the human resourceshas become the key to success and development for a business.For any Enterprises, which base themselves upon the West, if they want sustainable development, the demand for human resources'is the first subject to face with. The west Enterprises on the whole are inferior to the east ones, even though the west is rich in natural resources. The incomplete, cloggy, low-grade channels for available human resources, weak industry foundation, the backward infrastructures and transportation facilities have been keeping impeding their development. Furthermore, nowadays, the more frequent change of uncertain environmental factors, which the enterprises have to undergo, and a deeper extent they have to involve themselves to, have been becoming more complicated and rapid. As an enterprise, keeping a continuous competitive edge is an efficient way for the survival of the firm. Although to pursue the diversity and variety of the products will contribute to the formation of core competitive advantage, but taking the today's information development level and prospects into consideration, the impediments to the accessibility of any technologies are being gotten over more easily. Any bulwarks trying to maintain this kind of monopolization will face greater challenge, vis-a-vis, it will be easier for the enterprises to maintain an advantage by making improvements in human resources management. Hence, based on the west's present state of human resources, fully taking present human resources into account (Objective ability of intelligence and labor that A normal person in normal state will show in series of work), in the meantime, by exploring latent human resources, through its efficient allocation, it will give an noticeable boost to the whole performance of the firm and realization of the goal. By applying demand stratum theory and the management thought of permeation tact, analyzing the management framework of Aerospace Electrical Source of Technology ltd. and designing the constitution and assessment scheme, the textwill give a all-around discussion on how human resources play its role in the business management and development. Thus, how to evaluate the sustainability and reasonability of human resources allocation of the business is the issue to be dealt with.The first part of the text briefly tells about the western economical structure (industrial foundation and investment of foreign fund), flow tendency of population, consumption level per car pita, and general situation of education level in accord with the configuration of the human labor quality; compares all around parameters concerning human resources' situation between the west and the east, so as to know our advantages and disadvantages; briefly introduces the theory's development course of human resources, its present situation and its development tendency. The second part gives a talk on the applicability of the management philosophy. It applies other related theories, analyzes so as to provide a conceived lay for the prototype of human resources management system, and shows its significance in the enterprise's management. The third part is based on the former two parts, under the context of space power resources technology, designs and improves human resources management system and efficiency assessment system, so as to farther improve the management efficiency and fully explore the potential in the running of the company.
