Sense of fairness in public refers to the congnition of fairness of the public in each aspect of our society. For its study can propose the contermeasure and suggestion to the improving of the congnition of sense of fairness in public.,then can provide theoretical basis to public trust of selecting and appointing cadre.In the study we proposed the structure of sense of fairness in public on the basis of literature review, introspection, public interviews and theory of sense of fairness in public. Then we investigated the developmental features of sense of fairness in public of 461 subjects and explored the relationship between sense of fairness in public and public trust of selecting and appointing cadres with the questionnaire with good reliability and validity. Finally, we validated the structure of sense of fairness in public by in-depth interviews. Main conclusions are obtained in the study as follows:(1) Sense of fairness in public is a multi-dimensional system. It consists of four factors, sense of fairness in the whole, sense of fairness in contents, sense of fairness in experience, and sense of fairness in results.(2) The public have some knowledge of sense of fairness in public, but their level of sense of fairness in public is medium .(3) There is a significant main effect in four dimensions and total score of sense of fairness in public on the variables unit type. There is a significant main effect in sense of fairness in experience, results and total score of sense of fairness in public on the variables party. In addition, family place and cadres level influence sense of fairness in contents, cadres level and party influence sense of fairness in experience.(4) There is a significant correlation between sense of fairness in public and public trust of selecting and appointing cadres, there is a significant positive correlation between sense of fairness in the whole, in contents, in experience, in results and public trust of selecting and appointing cadres(except negative aptitude), there is a negative correlation between sense of fairness and negative aptitude.(5) Sense of fairness in public can predict public trust of selecting and appointing cadres. sense of fairness in the whole, in contents, in experience and in results can predict overall cognition, cognition of results, cognition of process, positive aptitude, and negative aptitude.In summary, this study uses multiple methods and multiple perspectives to investigate and verify the relationship between sense of fairness in public and public trust of selecting and appointing cadres. It is helpful to improve the all-round understanding on sense of fairness in public and the relationship between sense of fairness in public and public trust of selecting and appointing cadres and has the instructive values for their developments. It indicates the direction also for experimental study of sense of fairness in public and relationship with other influential factors.
