| In the current information of the background, the Government is experiencing a quiet revolution, inter-agency strategic alliances, collapse within the "Berlin Wall" of organization and speed of customizable service give birth to the e-government's prosperity Government websites have become the important channels where government public information, provide public services and interact with the people. Can not measure is not management,Therefore, the construction of the current assessment of government websites plays a practical significance in measuring e-government performance and evaluation of government performance.Compared to advanced foreign government website evaluation system, our government websites system based on weak assessment, single principal part, insufficient scalability and comprehension index system, which became a bottlenecks for reflecting the level of government websites completely and scientifically, simultaneously, make our government sites construction fall behind of the overall level of development. What is the purpose of Government website performance evaluation, how to design a comprehensive,strong scalable indicator system, and how to put performance evaluation of government websites as an important part of government web site management to resolve the "heavy assessment, light feedback." are focus of the study.This paper based on the theory of management, operations research, management science, using several methods including literature, comparative, qualitative and quantitative analysis and investigation, from mining the substance of the performance, propose "input-output-effect" as the basic framework of indicators and make a detailed description of indicators using relevant theories, research results at home and abroad to ensure the objectivity and operability of indicators, otherwise, the paper use AHP to calculate the weights of indicators to work out a complete index system. To ensure the integrity of Evaluation system, author designed a government web site performance evaluation window covering government, third parties, public participation. I proposed the use of decision support system to improve the evaluation system improvement ideas to achieve closed-loop management of government websites to resolve the "re-evaluation, light feedback" dilemma.Innovation of this paper is:starting from the design of the performance evaluation of the content area, integrated research and practical results of various indicators of system design, proposed the thought that using decision support system to improve the evaluation system.This deficiency of this paper is:author did not put an empirical study on the index system Due to space constraints and failed to compile with operational value of decision support systems because of the capacity constraints. I felt deeply regret, hope to learn in the future to make up for shortcomings in this regard. |
