| The Seventeenth National Congress of the Communist Party Report clearly putforward to "accelerate the reform of the administrative system and strive to build aservice-oriented government". As a result, building a service-oriented government hasbecome the basic goals and direction of pushing forward the reform of administrativesystem in our country in current and a period of future time. In view of the key toconstructing a service-oriented government is to promote the change of governmentfunction, improving social management and public services and its focus on ensuringand improving people’s livelihood, the Report also explicitly proposed to "promotee-government and strengthen social management and public service", emphasizing theimportant function of e-government in the government reform process.Under the macro background of building a service-oriented government strategy,the construction of service-oriented government website must become the inevitablechoice of the construction of a service-oriented government and also should become theimportant carrier of showing the effectiveness of e-government. Obviously, governmentwebsite is the key link to promote the construction of service-oriented government ande-government construction. Therefore, building a scientific, reasonable, systematic andcomprehensive service evaluation index system for government website, is not only tomeet the principle requirements of service-oriented government to the serviceeffectiveness, but also to find out the existing problems in Chinese government websitesand propose corresponding countermeasures.Based on the distinctive government website performance evaluation index system,focusing on the important service contents of government website-Informationdisclosure, Online business, Public participation and Website design and performance,this study is trying to build a more scientific and reasonable government website service evaluation index system, which is also a new subject to resolve the present problems ofour government website performance evaluation assessment index system and promotethe service construction of our government website.
