As a powerful warlord, Liu WenHui played a significant role in southwest China, in the period of the Republic of China. He was the chairman of SiChuan province, general commander of frontier force in Xikang area, also the general of National Revolutionary Army. In the beginning of 1939, Xikang province established, that made Liu WenHui Chairman of this new province,and he also took the title of chief committee member of Kuomintang in Xikang province. After the 1949, Liu WenHui was appointed as vice chairman of military and political committee in southwest China, vice chairman of People's Political Consultative Committee, member of National Defence Council,and minister of forestry,etc.Most of Liu WenHui's lives were spent on SiChuan and Xikang. He grew up among warlords in southwest China in 1920s, retreated to Xikang after defeat. By his ruling,Xikang province established; social economy,modern education developed; the affairs relating to ethnic,religious were moderately dealt with. Conclusionally, historical contribution from Liu WenHui was crucial to our endeavor to strengthen national unnity,safeguard social stability and consolidate border defense.This article mainly includes the following five parts:Chapter one, it introduces the research significance of this subject, range of study, and research status. Chapter two, it introduces Liu WenHui's life-time activity. Chapter three, it retrospects that Liu's management in Xikang. Chapter four, it approaches a subject of Liu's ideology of managing Xikang. Chapter five,it about to comment on the achievement of Liu WenHui. In conclusion, based on evaluating Liu's contributions, we can analyses the national policies on border area in the period of the Republic of China.
