Theory Of Xikang Province And Its Historical Role

The big event in modern history of China is the establishment of Xikang.It came out in the late Qing Dynasty and eventually built up in January of1939. The process was last for more than30years, which was regarded as anunique thing in the modern history of managing border of china. In this longprocess of the establishment of Xikang Province, the Central Government hasmade the decisions about this issue for many times. Zhaoerfeng, who was officially appointed by Sichuan border region in1906. He carried out some reforms on military, politic, economy, culture and education etc. These measures have formed a solid foundation for the Xikang Province establishment. The institute of building province was set aside because of the Xinhai revolution. The Peking Government found Sichuan Border Region special administration region and then changed its name into Xikang administration region to strengthen themanagement of the Sichuan Border Region in the early republic of China. Butthese measures failed to administrate this region because of the wars amongwarlords and political turbulence as a result. The process of province establishment was delayed again. When the Anti-Japanese War broke out, the NanjingNational Government moved its capital to Chongqing.the status of Xikang region was promoted suddenly. Owing to many efforts, the Xikang province was formally established in Kangding Region on January1,1939. The establishmentof Xikang Province was finally competed.The first part is the introduction, which refers to the academic research situation of the built Xikang province establishment and the related results aboutthis issue, this part puts forward the main issues to be discussedThe second part is the text and the main body of this paper at the sametime, which divided into three chapters. The first chapter discusses the historical evolution of the Xikang and distributions of Tusi system. The second chapterresearches the background of the process of establishing Xikang Province, mainly from managements of the frontier, the contradictions between the CentralGovernment and Tusi system, internal contradictions between the Tusi system, the imperialist aggression, separation of powers, the development of national economy and the promotion of national exchanges are discussed. The third chapter collates the general events of the establishment of Xikang Province from on the macroscopic angle to grasp this process.
