Health supervisor education and training is an important part for the building of health supervision team as well as an effective measure to improve the making of the health supervisors. The Ministry of Health printed and issued 2005-2010 National Program for Education and Training of Health Supervisor (Hereinafter referred to as "Program") in 2005. The program aims to initially develop a provincial, regional and county level training network around the country, further optimize the knowledge structure of the health supervisors, upgrade traditional business-oriented health supervisor to legal and interdisciplinary ones, promote health supervisors capability in law-based administration and improve their overall marking through training and education. As of the end of 2009, Zhejiang Province has completed periodic training for 4188 health supervisors. Health supervision of all levels have made great efforts and played an important role in implementing health supervisor training and hosted a series of business training for employed personnel, new staff, teachers and management staffs to speed up building of health supervision team and upgrade its capability in health supervision.This year is the last year for implementation of the "program" as well as the first year of "12th five-year program for health supervisor education and training". However, no investigation or analysis has yet been carried out to evaluate health supervision training works in Zhejiang Province. The retrospective survey and result evaluation on health supervisor training work throughout the province is of great importance to grasping the overall situation, learning from experience, further improving training effect and quality, further advancing implementation of the training work and providing scientific foundation for the preparation of the "12th five-year program"."Questionnaire on Retrospective Survey of Health Supervisor Education and Training" was designed in accordance with requirements of health supervision center of the Ministry of Health on training and education of health superior. The questionnaire mainly includes four parts, namely, survey on basic condition performance competency, training work and training evaluation survey, and provides different questions for the respondents, the superiors and competent departments respectively. The questionnaires are distributed to 16 provincial, city and county level health supervision authorities,553 health supervisors and 92 staffs from units related to health supervision through multi-level multi-stage sampling. The problems that are difficult to be quantified are scrutinized by telephone interview based on questionnaire survey. Main results and findings are as listed below:1. Health supervisor's job performance evaluation:health supervisors from provincial, city and county level differ in job performance. Generally, provincial level health supervisors are superior to those of city level; city level is superior to county level. Health supervisors generally got higher scores in respect of "work attitude", "teamwork" and "professional skills".2. Health supervisors'knowledge and ability:the provincial, city and county level health supervisors under the survey vary in level of knowledge, professional technique, practical application, analytical thinking, innovation and pioneering, information sensitivity and teamwork. General, provincial level is superior to city and county level. 3. Health supervisors'training and education:trainings of different levels see steady increase of training person-times year on year. The surveyed supervisors have received per capita training of 12.55 times from 2005 to 2008, with annual average of 6.60 times per capita. The trainings are mainly organized by the units the supervisors are engaged, which has become the major training approach for the health supervisors. The surveyed supervisors generally think that the trainings have significant impact on them and help them to improve professional and legal knowledge, improve their professional skills and capability in solving practical problems. The surveyed supervisors had mainly received trainings by way of lecturing, discussing and case analyses and in form of on-spot study and case analysis; they main received short term trainings, mostly by way of regional communication and oversea study; they generally thought that they are highly benefited from training on health supervisor sampling, skills on fast operation of on-spot supervision instruments as well as basic laws and regulations of the state; they had the impression that the training organization and management is better than training contents and training faculties; they listed the major problems about training according to priority are "unpractical training contents", "unskilled teachers" and "too short time for training".4. Results of interviews to staffs from concered units:most staffs received the interview think that the overall making of the health supervisors has been improved in recent year; that it is necessary to carry out health supervisor trainings; that it is especially urgent for health supervisors to improve their personal diathesis (such as knowledge level) at present. They suggest strengthening trainings in respect of laws, regulations and skills.Although health supervision authorities of all levels throughout Zhejiang province have done a lot of work on trainings and has achieved success in certain extend, the problems still remain in lack of senior professionals, insufficient investment in training, irrelevant training contents, simple training mode and shortage of qualified teachers. Therefore, the study suggested to strengthen leadership's attention and intensify investment on training; improve training methods, modes and pay attention to survey on training contents; integrate resources and strengthen training of teachers within the system; establish and improve examination and evaluation system for training; establish health supervisor training and management mechanism and improve relevant systems.
