Human resource is the first supply.As the Health Supervision Agency representing the health enforcement of the government, its work efficiency and service quality have a direct effect on the Party and government, also are even related with the vital interests of the people. So how to effectively put to use motivate mechanism and fully mobilize the food hygiene supervisors'working enthusiasm plays a vital role in improving the work efficency in Health Supervision Agency of all levels and promoting the construction of service-oriented governmentOwing to the restriction of policy environment and the influence of traditional personnel system, Health Supervision Agency has some problems in career development and human resources management process, which affects the use of motivate mechanism, such as some imperfect systems in character of institution, uncertainty of position and duty, job salary, working assessment, positional promotion, staff training, etc. With the development of social development, the new generation of food hygiene supervisors team tends to be younger, better educated. In the meanwhile, our government and society gradually focus extensive attention on public health, which leads to the increasing pressure in supervisors'work and life, and to be more exuberant in demand of material, spirit and humanization, and tends to have great variety. According to the analysis of the present situation in health supervision team in the process of motivate mechanism, it appears quite urgent and necessary to put forward some pertinent countermeasures.This paper expounds some incentive mechanism and the realistic background of health supervision management. Take the health monitoring institutions of wuxi city for example, it provides the analysis of group characteristics and causes of health supervision teams, and of supervisors' individual needs and factors in influencing the effects of incentive mechanism in health supervision organization, and puts forward countermeasures to improve the effect of motivate mechanism of health supervision staff members.
