Baotou City, The New Type Of Rural Cooperative Medical System Research

Since the new rural cooperative medical care pilot work in2003, for some farmers to provide basic medical security, the new rural cooperative medical care has achieved preliminary results. At present, the new rural cooperative medical system in the country in rural areas basically popularized to solve farmers "difficult and expensive, reducing farmers' poverty caused by the illness back into poverty phenomenon played an important role, has been recognized by the masses. Around in the implementation process there are still problems and contradictions that can not be ignored, not only affects the actual effect of the new rural cooperative medical care, but also affect the continued operation and development of this system. Comprehensively promote the new rural cooperative medical system, there are still some outstanding issues:The farmers NRCMS enthusiasm is not high; Management system is not perfect, not yet meet the needs of the work; The new rural cooperative fund financing costs, the standard of compensation is not reasonable and limited ability to compensate; Medical supervision of the coefficient of difficulty; lag in legislation, policy, however hard; the lack of a reasonable mechanism for talented people; In the future, the new rural cooperative medical system to regulate and perfect, on several fronts:Strengthen the capacity building of management agencies and management services; expand financing channels, and establish long-term mechanism; to improve relations with the outside, form a good interaction situation; as soon as possible the establishment of integrated urban and rural medical insurance system and management system; strengthen the new rural cooperative medical supervision, improvemanagement efficiency; to speed up the relevant legislation, to ensure the stability of the policy of the new rural medical security system; new airal cooperative building of human resources, emphasis on the personnel training of township hospitals.
