Research backgroundWith the deepening of the medical system reform of our country,the hospital, which was pure welfare public institution in the past,now is pushing to market gradually,and the hospital is facing more complicated and more changeable environment in economy,society,polities,science and technology and laws. In order to survive and develop, hospitals have to soberly obtain the comprehensive knowledge of their advantages and disadvantages,and chances and challenges. Strategic management thinking should be used to manage hospitals. The hospital survives and develops on the basis of an overall and conscious understanding to its own advantages,inferior positions,opportunities and challenges faced,meanwhile,has to use the concepts of strategic management to manage itself. Hospital management could not merely rest on the daily management of specific issues,it is important for a hospital to formulate the development strategies,only in this way can it win initiative in the competition.Research objectiveThe paper selects Tangshan locomotive and rolling stock work's hospital of CNR as the research object of strategic management, which is representative among medical system reform. The purpose of the paper is to establish a set of scientific, practical and simple accurate system of the analysis, formulation and application of the strategy, in order to provide reference for the strategy programming of the second grade general hospitals.Research methodsIt be used to collect the data of the CNR Tangshan locomotive and rolling stock works hospital on the field data. The data includes present situations such as the personnel, technology, culture, facility, apparatus, financial affairs of the hospital, etc., also includes medical treatment of the hospital, market competition, customers and investigation of the external environment. Secondly, with the form of releasing questionnaire, it investigate and analyze the main influence factor that the customers around the hospital choose to go to a doctor, and offer the fact of the market basis for making strategic planning in the hospital.Research results and conclusionIn this paper, on the foundation of comprehensive analysis of internal and external environments of Tangshan locomotive and rolling stock works hospital's development, the results showed that:1.Internal environment of the hospital: With the changes in hospital ownership, further implementation of health care reform, and compared with the situation with the regional public hospital, it is not obvious that the internal advantage of the hospital reflects. It has not occupied the advantage health care market of the whole area. It falls behind the public hospital in the overall size of the hospital, the number of patients and so on. However, the hospital still has its own market advantages, such as independent pricing service prices, more flexible operation mechanism and so on.2.External environment condition of the hospital: External environment condition such as economic development, diversification of people's demand, reform of public hospital have provided more market chances for development of the hospital. Health care system reform, policy changes have brought the health care market competition, the patient triage and other threats.In connection with the hospital impact against the internal environmental factors, this article proposed the following plan suggestion.Development strategic programming of the hospital: Hospital-based external opportunities and threats, internal strengths and weaknesses of the SWOT analysis, this paper that the hospital should play to their advantages, use of brand strategy and human resource strategy, based on the current status of resources.Policy suggestionsAfter selecting development strategies, strategic thinking must also be further transformed into strategic action for hospital. This paper has proposed relevant tactics to strategy implementation on the basis of making the hospital's developing strategic planning. It mainly includes tactics such as strengthening the cultural image that will enhance overall hospital; strengthening academic building to enhancing hospital competitive advantage; reinforcing the marketing and brand promotion strategies such as a hospital, etc...
