| Along with the economic development and the enhancement of comprehensive national strength, China has already reached the overall well—off,"Whether it is well—off or not, should first of all consult healthy issues", China has deployed well-off society today, medical insurance become hot issues of common concern, despite the progress that our health care reform has made that the initial establishment of medical security system covered both urban and rural residents, but overall there are still many problems, such as insufficient coverage, the lack of cost control mechanisms and the seriousness of unfair problems.Taiwan National Health Insurance has been implemented since 1995. Its remarkable results was widely praised by all walks of life, and seen as a model for many countries. Taiwan's successful experience for medical insurance system has a great effect on the improvement of medical insurance system in mainland China.Firstly, the author mainly explains the research meaning and the background, and reviews the domestic and foreign scholars'research of mainland China in the medical security system. Secondly, the author introduces the Taiwan national health insurance system. The author reviews the development process of the Taiwan national health insurance system and analyzes the current operation mode. Thirdly, the author presents the mainland China current health insurance system including the developments of basic medical insurance system for urban employees, the new rural cooperative medical, urban resident basic medical insurance system, etc. Fourthly, the author compares the Taiwan and the mainland Chinese Medical Insurance System including the characteristics of system reform, system framework, payment, etc. Moreover, the author emphasizes the similarities and innate differences of the two systems. Finally, the author analyses the improvement and perfection of mainland China medical insurance system based on Taiwan's experience. |
