Chinese And American Medical Security System Framework And Their Comparative Study

Along with the economic development and the enhancement of comprehensive national strength, China has already reached the overall well-off, "Whether it is well-off or not , should first of all consult healthy issues ," China has deployed well-off society today, medical insurance become hot issues of common concern, despite the progress that our health care reform has made that the initial establishment of medical security system covered both urban and rural residents, but overall there are still many problems, such as insufficient coverage, the lack of cost control mechanisms, the seriousness of unfair problems, also need to learn from foreign advanced experience.American health care system is known to the world because of its great controversy. Although the American health care system has many problems, there is no denying that the American public medical insurance plan which is applied for the old and the poor has the special characteristics.The American medical service is highly accessible, and the development of American commercial health insurance is very mature, especially the management of health service makes a great effort on cost control. All of them should be learned by any country in the world.Chinese medical reform in the early years was considered as a failure, the typical disadvantages of American health care showed vividly in China, particularly the high degree of market-oriented, the seriousness of unfair problems, the excessive growth of medical costs and so on.So many scholars said that the former Chinese medical reform suffered from "American disease". Now China is conducting a new medical reform, at this moment, it is very significant to compare the Chinese and American medical insurance system to learn from the experience and lessons of American insurance system, and obtain not only the directions that our new medical reform should follow but also the mistakes that we should avoid.This paper gives several suggestions for our new medical reform, which is based on the comparative analysis of the two countries'medical insurance system and the national conditions of China .
