Over the years, the YLS Army Center Hospital, the only army service-orientated hospital in Changsha, has uphold the spirit of"conquer the battlefield through adopting strategies in battles and achieve developments by adopting strategies in markets"and laid emphasis on building up prestigious characterized by scientific ideals, significantly improving its medical environment and efficiently fostering rapid and sound development in its comprehensive growth. Nevertheless, the expansion of market economy and furthering of national medical reform have both brought opportunities and challenges to the growth of Army Service-Orientated hospitals. The existing structure and system in YLS's administration and management appear to be insufficient considering the consistent changes and developments in medical service sector; therefore it is highly necessary to make innovations in its administrative models to better serve comprehensive development and get survived in competitive local market, and achieve the missions granted by upper administration and provide better medical service with higher quality for local soldiers and residents. Besides, as an army service-orientated hospital in Changsha where featured with fierce market competition across the nation, YLS's innovations in clinic sections'administration may set up a meaningful example for other hospitals of the same type about how to better adjust new situation to realize rapid development.The paper sets up its theoretical foundation on the Balanced Score Card and initially forms a performance index assessment system with scientific rational, effective feasibility and full innovation for hospitals by learning from findings and conclusions made in journals from home and abroad. To improve the administration and management in this regards, the author has built up a comparatively complete performance index assessment system with separate ratio for each indicator through consulting 6 administrators at hospital level and 15 directors in different sections and analyzing the results with Delphi Method and the Analytic Hierarchy Process, which gives meaningful suggestions and models for further improving the process and ways of hospital administration and upgrading medical service. In addition, the new system in assessment would also provide theoretical support for stability and scientific development of army medical resources, and propose new models for better serving local officials and residents with safe, effective and convenient medical treatment.
