Objectives: County Hospital is a leader of three-tier health service network in rural areas. The basic health needs of rural residents depend on its survival and development. However , county hospital has many problems on its management. We put forward its strategic management to survive in the competitive development environment. The paper bases on the theory of strategic management to analyze the process of county hospital strategic management in Henan. It forms the system of county hospital strategic management through strategic analysis, selection, implementation, evaluation and adjustment. It provides the studying reason on county hospital strategic management in Henan with a typical example of Henan people's hospital.Methods: Literature study: We collect the domestic and foreign strategic management theory and the data of county hospital strategic management in Henan and get the plan of county hospital strategic management with its characteristics. It applies the process of county hospital strategic management in Henan with one county of Henan People's Hospital .Therefore , the research methods are: (1) literature study; (2) case study; (3) the questionnaire method; (4) depth interview.Results and Conclusions: (1)This paper points out the composition of the external environment of county hospitals in Henan by the policy environment, economic environment, social and cultural environment and technological environment. Henan county hospitals'competitive environment includes in potential entrants, substitute service, the bargaining power of patients, medical supply industry's bargaining power, and key competitors. The hospital's internal environment includes in basic information, its management and problems which are the lagging concept of the hospital management to impede the development of the hospital, weak economic foundation to cause its run difficultly, shortage of hospitals'talent to workforce instability, lack of employee motivation, low hospital performance management, lack of modern marketing and market awareness to influence effectiveness.(2) We obtain the county-level hospitals in Henan opportunities, threats, strengths and weaknesses through SWOT analysis. The paper gets Henan county hospitals'development strategy based on its the function, characteristics and the results of strategic analysis. In the next three years , it stands for the purpose of survival ; in the next five years, it stands for the purpose of development and expands its scale appropriately; In the next ten years, it will be a national secondary level hospital with the change of emphasis on number, size and speed of the extensive growth mode for the content of the main building, focus on quality and effectiveness of the intensive growth pattern.(3) Now the sub-goals of county hospitals in Henan of strategic management includes in the construction medical services, cultural development, human resources, academic development, information, medical equipment.(4)The implementation of the strategy affects hospital development, which may be beneficial and may be negative, so we need evaluate these strategies. Strategic control of the hospital is a process to find the strategic gap, analyze the reasons for the deviation and correct the deviation, which makes the strategic goal of the hospital run smoothly and correct strategic goals to achieve them.
