At present,the market pattern of medical diversification in China's medical industry is constantly forming,and the public hospital is a public medical service subject.The state has the demand for public welfare,and the implementation of the current policies of classification and treatment,which makes the public hospitals face a strong market competition in the outside world.Pressure.But in the public hospital,the budget management module at the core part of the current hospital management system is still mostly disconnected from the budget and the hospital development strategy,and the budget is lack of forward-looking,continuous and poor budget implementation.Under such external environment,these problems have greatly hindered the rapid development of public hospitals.This paper selects the representative public hospital Y hospital in H City,and introduces the scientific budget method which is widely used in the budget management of the enterprise budget management,which is widely used in the budget management of the current Y hospital,and constructs the strategic budget management system of the Y hospital.First of all,by analyzing the current budget situation of the hospital,we summarize the problems existing in the hospital budget.Secondly,the SWOT environment analysis method is used to analyze the operating environment of Y hospital.According to the analysis results,different strategic portfolios are set up.Then,the strategic map of the Y hospital is built up with each dimension of the strategic map.Again,starting from the current problems of the hospital budget,under the guidance of the strategic target of the four dimensions of the strategic map,the strategic objectives of the Y hospital are carried out from the aspects of the budget content,the execution mode and the assessment index,and some effective safeguard measures are put forward to ensure the implementation of the hospital.Finally,the strategy of the Y hospital is set up.Calculation management system.To solve the problem of the disconnection between the current strategy and budget system and the budget system unscientifically impeding the development of the hospital,and providing a reference for the budget reform of the public hospitals.
