In 2007, national environment and health action plan was enacted. This means building environmental friendly society and solving emergent environmental issues which is harmful to the public is the strategic mission in the future. construction embodied process and its its using phase consumes lots of resources and energy, with pollutants emitted. These pollutants emitted during the whole life cycle of the building cause serious health damage to building constructers and users. So it is necessary to assess the health damage caused by pollutants emitted during the whole life cycle of the building in a systemic and objective way.Based on the life cycle assessment (LCA) theory, this paper sets the the procedure of emission-characterization-weighting, and classifies the health impact of the building into four categories—global warming, carcinogenesis, respiratory effects and circulatory effect. In each category, the procedure is established by four steps: fate analysis, exposure analysis, effect analysis and damage analysis. Through literature reading and survey, this paper gets the fate factor, effect factor damage factor and monetization value of 10 substances: CO2, CO, CH4, N2O, benzene, formaldehyde, radon, SO2, NO2 and PM10, which can support the implement of the model built above. Considering that WTP is used in weighing process, this model can transform the emission of the building into the consequent potential damage indicated as willingness to pay (WTP) value, meanwhile this model can compatible with the BEPAS model developed in previous study which assess ecosystem destruction and resources depletion of the building. With BEPAS model, this paper establishes a whole life cycle environmental impact assessment model consisting of three safeguard areas—human health, ecosystem and resources.With the environmental impact assessment model established above, the health damage of the case building was assessed by collecting the data of the resources and energy depletion, then traced back to find out the main impact factor. According to these analysis, this paper also gived the suggestion on how to improve the environmental performance of the building. This case study illustrates the practicability of the model.Above all, we can see that there is theoretical value of this model for improving the environmental impact assessment system of the building. Based on the aplication of design and construction plan, this model can assess the health management of the building, meanwhile it can be used to adjust and optimize the project. it also has practical value to promote the effective of health management and to propel the implement of HSE (Health, Safety and Environment) management system.
