More and more environmental pollutions accidents occurred in the past years, which imposed great negative impact on human health, economy development and harmonious society. However, the management techniques for environmental pollution are very limited. Therefore, we developed two basic tools for administration of environment and health based on the great advantages of geography information system (GIS): an information administration system for assessment of health impact and environmental pollution based on GIS and the guide for assessment and investigation on environmental pollution-induced health damage.Part I: Information Administration System for Health and Environment based on GIS.GIS is a novel technology that combines computer graphics with database to save and deal with space information. GIS can integrate geography location and related information with a customer- style, which can export space and related information lively with a graph and therefore the customer can make effective decisions with the aids of this system.We described the design path, database and model of this system intensively in this paper. Moreover, we explored a set of simple software for this system. This system can be used to detect the current status of environmental pollution and health damage, and predict the potential danger with the combination of diagnosis criteria, risk assessment model and pre-warning of environmental pollution and health damage.This system was built with visual Basic 6.0 and MapObjects based on GIS with the complicated functions such as management and inquiring of data using SQL, zoom in, zoom out and roaming of graph and displaying, analysis and report of data. The three main functions are as the followings.All data about environmental pollution and health damage with differentia of space distributing can be studied with this system. As a result, the relationship between health damage and environmental harmful factors could be definitely analyzed and shown. At the same time, the potential environmental pollution and health damage can be predicted with the model study and alarm system and the corresponding preventing strategy can be established. Furthermore, a stratification analysis of various factors within a certain region such as environmental exposure, health damage, the demographical character of population, health resource and economic level can be done with this system to inquire the whole health status and predict the potential negative health effects.The system provided an effective method to describe the population, time and space distributions for people suffering from various environmental factors, and therefore it can analyze, treat and forecast time and space information of environment and health and confirm the correlation relationship between environment pollution and health damage.The system can explore the etiology of some unclear diseases with effective scanning of population, time and space distributions, and it provides an alternative method for etiology exploration.In all, this system provide great support for correct decision-making for the special faculties within environment and health fields. Meanwhile, it is a convenient network platform for environmental surveillance and health damage information co-sharing for various customers.Part II: The guide for assessment and investigation on environmental pollution accidents.Environmental pollution will inevitably influence human health. To get a comprehensive quantitative evaluation of the health damage environmental pollution accidents induced, we invent a novel schematic diagram for health risk assessment on environmental pollutants based on the universal methodology. The approach recommended is a quantitative estimate on the health impact from increase in mortality or morbidity due to environmental pollutants once accidents occurs and cost-benefit analysis. It will provide a novel method for assessment of environmental pollution.
