Study On Practical Operations And Problems Of The New Rural Cooperative Medical System In Hanyin County Shaanxi Province

Since the foundation of new China, farmers'living conditions have been improved greatly. However, their social security, especially medical security, is little or almost blank. In the year of 2003, as a basic system in rural areas, the new rural cooperative medical care system (NCMS) has been widely implemented in China, covering more than 90% of the rural population. Government affords a great deal of financial support to it, and offers a large proportion of reimbursement to the sick farmers, which is increasing every year. It is widely accepted that the implementation of the new rural cooperative medical system is the end of the Chinese farmers'lack of medical security for thousands of years. It is a project which is beneficial to farmers indeed.However, having implemented for a few years later, the NCMS itself exposes some problems and defects gradually, which must not be neglected. Otherwise, the system cannot play its role fully. This paper is mainly doing some research on the practical operations of the NCMS, identifying and analyzing the related problems. Finally, make some specific suggestion to the problems existed. I hope this can be helpful to the development and improvement of our country's new rural cooperative medical care system.In this paper, the author summarizes some related theories of the NCMS first, in order to lay a theoretical foundation for later discussion; Secondly, reviews the changes of the Chinese traditional rural cooperative medical care system, and analyzes the lessons and experience that NCMS should pay attention to; Then, makes an overview of the NCMS. The following work is the core of the paper. Through the practical survey of the actual situation of the NCMS in Hanyin County Shaanxi Province, the author first elaborates the specific implementation measures in local; then summarizes the achievement that has been made by doing some data analysis and case study; what's more important is raising and analyzing the problems existed in the NCMS. To solve these problems, the author searches the medical insurance systems both at home and abroad, aims at learning some concrete methods from them, and makes a reference to the NCMS. Considering the problems found in the NCMS in Hanyin, the lessons of the Chinese traditional rural cooperative system, as well as the experiences of the medical insurance systems both at home and abroad, the author proposes relevant system and model designs to the NCMS in the last part.
