Study And Evaluation On The Operative Effect Of New Rural Co-operative Medical Scheme(NCMS) In Tongshan County

Objective: To sum up and generally evaluate the work experiences and lessons, so as to provide decisive advice to make further improvement on the NCMS policy through the analysis on the management, practical fruit and existing problems of NCMS in Tongshan County.Methodology: In the way of stratified cluster random sampling, we have chosen three townships with different economy levels and three administrative villages governed by them, and surveyed 70 families in every village. By means of quantitative data statistical description, we described and analyzed people's participation, satisfaction, Medicare expense and compensation; We have gleaned and analyzed the participation information in NCMS and expense-ratio of outpatients and inpatients from the annual statistical forms in 2004; and we also built up a data base in Excel including inpatients information from baichuan company in xuzhou which is then transformed into SPSS 10 to be addressed. And then analyzed and evaluated expense-ratio and compensation of inpatients.Result: The Tongshan County government has carried on an appropriate propaganda, people's participation rate is high, permitting there are differences amongst townships.
