Research On The Process Reengineering Of Medicine Purchase In Liaocheng People's Hospital

Most of the medical institutions perform medicine purchase by invitation to bid led by the government in present. So higher demands to the medicine purchase have been put forward with the deepening development of medical system reform. In this new situation, how to improve the management of medicine purchase in long effect and make the purchase more scientific and normal has been one of major issues concerned by the pharmacy department.From the macro perspective of medicine management, the thesis analyses the current process of medicine purchase, explains the shortcomings and the methods adopting modern administration theory, resigns the process, and points out the breakthrough.The thesis is composed of four parts.Part One is the introduction, mainly introducing the background of choosing the subject, exploring the questions in the current medicine purchasing procedure, solutions, aim and significance of the reconstruction of medicine purchasing procedure. The current popular medicine purchasing model, challenges and opportunities the medicine purchasing department are also mentioned referring to the medicine purchasing characters in two developed countries America and Japan. The paper is composed of the following parts:research content and methods adopted in the essay; reconstructing the medicine purchasing procedure of our hospital following six steps (planning, starting, diagnosing, redesigning, reconstructing and evaluating) adopting the method of life cycle.The basic theory adopted in the procedure reconstruction is explained in Part Two, describing the concept, connotation, directions, principles, methods, and procedures of reconstruction in details. The core of procedure reconstruction is transited from the management method centered on "functional authority" to "procedure" in details. The conception, enforce process, and characters of PDCA cycle theory are also introduced. The scientific procedure followed by the total quality management and the objective law practice-recognition-repractice-re-cognition accorded by PDCA recycle theory are the process of planning, enforcing, checking, and treating. The basic concept and theory of ordering, which is a method adapted to stock calculating management, and the theory and method of order cycle are mentioned.Part three is the major of the paper, explaining the enforce procedure of medicine purchasing reconstruction in our hospital, the six steps (decision-making, rearrangement, question diagnosing, redesigning, reworking) in the principle of multitude, fast, well, economic. The decision-making is focused on the strategic direction and planning. The rearrangement is discussed on how to organize the staff to study, prepare the reconstruction team and determine the coral process. The question diagnosing emphasizes on the current organization structure, questions and defects in the process, default in the organization structure, and the components needing being reformed in the process. The redesigning stage redesigns the new process from three aspects:the organization structure, occupation procedure and information system. The reworking stage focuses on the purchase of common, new and specially needed medicine, explains the usage of information technology in details from the following four aspects of medicine information system, data system, management system and electronic system in medicine stock management, perfects the management from strengthening the management of distribution company and medicine stock, introduction of medicine DSP management standards and the new performed quantization target, recycles and perfects the reconstruction procedure under the guidance of PDCA cycle theory.Part four is the conclusion and prospect.
