Studies On Root Causes And Solutions Of The High Expenses For Drugs

The amount of the expenses for drugs was the most essential factor which affected the possibility to get medical services for the social public. One of the outstanding problems in Chinese health care system was out-of-control expenses for drugs. From 2004 to 2008, It was obviously unreasonable that more than 40 percent of all the costs of the medical expenses of outpatient and discharged patients from the Chinese general hospital was spent on the expenses for drugs, and the rate was the highest [1], In this paper, the author studied the problems in the management of the expenses for drugs, to analyse the causes and find out the ways solving these problems of the out-of-control expenses for drugs.First, in this paper, the author drawn a picture of the history of the health care system since 1949, and pointed out that market-based reforms was failing, bringing many problems. Two major problems in them were "poor access and high fee" which were strong complained by the populace, and there were some unfair phenomena.Secondly, the paper discussed the properties of drugs, and put emphasis on the importance of the fiduciary duty. According to the condition and problems of management of the expenses for drugs, the author suggested that the deep reason was based on system [2]. The new medical reform program referred to problems of system, but there was no solution in the details. In this paper, the author put forward desirable solutions for these problems.Finally, the author concluded the properties of china and discussed the available solutions of the America medical reform to find the "Chinese model".
