Research On Development Of New Rural Cooperative Medical In Zhaoyuan

The new rural cooperative medical system is a mutual system which is organized, guided and supported by the government, can be participated in voluntarily by the farmers and funded both by individuals and the government. The way to raise money is individual pay cost, collective support and government aid. It is mainly about the poverty-stricken population. From our basic national conditions to establish a new rural cooperative medical system is meaningful measures to resolve peasants'difficulties in getting expensive and doctor .It is an important part of the rural health work in the new period, it is an important measure to protect the health of the peasants, balance the development of the urban and the rural and build a moderate prosperous society in all aspects around way. The new rural cooperative medical system is a mutual system is very meaningful for China to improve the level of the peasants'health, promote the development of rural economic, maintain social stability, and it is also plays an important role in building a sound and comprehensive social security system in rural areas .In 2003, Zhaoyuan city started to carry out this system as a pilot. During the past 7 years, though without mature experience and mode ,the city has made gratifying achievements,but there are still some problems ,such as: the lack of trust in the system, the low proportion of the reimbursement, the low protection level, the adverse selection, the low level of medical services and the crude medical facilities.To complete this paper, I draw support from other expert's .At the same time; I did a lot of research. With the methods of questionnaires and interviews, I mastered the peasants'attitude to the new rural cooperative medical system. I have summarized the problems which exist in the new rural cooperative medical system, based on the summary and the successful experience of other countries; I make some suggestions about how to consummate the new rural cooperative medical system. The suggestions are as follows: to establish and perfect the laws of the new rural cooperative medical system, to intensify medical relief, to offer the lowest guarantee, to strengthen the consciousness of the peasants and to avoid the adverse selection, to speed up the process of the rural medical and sanitation infrastructure construction, to improve the hygienic and technical personnel's professional quality who are in medical institutions of the countries.
