Research On The Implementation Issues Of China's Essential Medicine System

With the development of the reform and the rapid development of Chinese market economy, China's pharmaceuticals industry has also developed steadily. Although it meets the growing medical services need of public, the problems of the lack of the health resources and high cost are emerging. The problems of inflation of drug prices and using drugs not rationally not only cause the increase of medical expenses, but only a serious threat to the patient's health. Therefore, how to bring down drug prices and standardize using drugs becomes an important problem facing the government. It also leads to propose the concept of establishing essential medicine system to some extent. The implementation of essential medicine system is to improve the accessibility, affordability and rationality of essential medicines and lessen the cost burden. But China's essential medicine system is not complete and there are many problems in the implementation process. So the government is necessary to strengthen the rule and introduce some policies to ensure that essential medicine system is implemented successfully.Firstly, this paper introduces the definition, selection principle of essential medicine and functions of essential medicine system of WHO. Secondly, it analyzes the situation of China's essential medicine system and proposes the issues in the implementation process. Then, it comes up with some recommendations for improving China's essential medicine system by comparing and learning from Australia, India and Kenya and so on.This paper gains some achievements as follows:expounding the definitions of China's essential medicine and essential medicine system, analyzing the situation and implementation obstacles of China's essential medicine system in depth, introducing the implementation situation of other countries and making a comparative analysis, and proposing some suggestions of establishing a sound essential medicine system.In this paper, the innovation lies in analyzing the issues in the implementation process of China's essential medicine system and experience and revelations from other countries, proposing the legislative models for China's essential medicine system and setting an appraisal target for China's essential medicine system. These have theoretical and practical value.
