The national essential drug system is to safeguard people’s health, protection of public rights of drug use and to establish a major national medical and health policy, is the core of the national drug policy and medicine supply system. It involves the selection of essential medicines, production, distribution, use, pricing, reimbursement, monitoring and evaluation and many other links.2009edition of "National Essential Drugs List" for the first time Chinese Herbal Medicine in the National Essential Drugs List,not listed the specific varieties,Its textual representation of "the promulgation of the national drug standards, Chinese Herbal Medicine is the national essential drugs, the state, except as otherwise provided."Chinese Herbal Medicine is included in the National Essential Drugs List, but not the identity of essential drugs in primary health care sector,"directory without policy". In this paper, the quality of Chinese Herbal Medicine in the use of primary health care sector, circulation disorder, high cost, procurement, distribution, sales, reimbursement and improper storage management to analyze and propose solutions to address these issues. Purpose is to cause the state departments of Chinese Herbal Medicine to attention problems in primary health care institutions, and development of Chinese Herbal Medicine and the basic drug system, supporting policy documents as soon as possible, and truly become in a sense, the provisions of our national essential drugs varieties of Chinese Herbal Medicine conducive to the implementation of the national essential drug system, to solve the problem of doctor is difficult and expensive.
