Study Essential Medicine System That Based On The Game Thory

Promoting the use of essential medicines means a country using its own reputation to recommendate the public the medicines, this aim to ensure the public rights of using essential medicines and to meet the basic needs of health care. Essential medicines can meet the basic health needs with suitable formulations and equitable price, can guarantee the supply of the drug which the public can equitable have.In 1979, China began to formulate the national essential medicines policy. During the 30 years, the national essential medicine system has not been effectively set up, which didn`t have the systerm but the list basically. The Report of the Seventeenth Party Congress in2007 and the new medical reform plan in 2009 both put forward that :The establishment of national essential medicines system to ensure that the masses of basic medicines. Since then, the relevant state departments in their respective areas have promulgated the policies of the national essential medicine system, aiming to ensure the macro policy has worked in the implementation of national essential medicine system.However, the implementation of essential medicines system is not good. Why does the systerm have Time-lag? How many interest groups does the systerm relate? Amd what is the countermeasure to ensure the systerm implementation ?This paper investigate the feasibility of essential medicines systerm and the game behavior in the implementation of essential medicine systerm by means of game theory based on current situiation. And put forward seven proposals to improve the system, aiming to ensue the implementation of system smoothly and effectively.(1)Zero-plus tick of medicines is not conducive to widespread implementation of essential medicine systerm.(2)Strengthen game behavior of interest groups and clarify each other's interests. (3)Refinement the coordination mechanism of essential medicine systerm to balance the interests.(4)Improve the basic design of the system, reduce the room of interest groups.(5)Improve the mechanism of financial investment and construction.(6)Expand the coverage of essential medicine system.(7)Strengthen propaganda and training of essential medicine system.
